| 英文摘要: | There is an increasing concern worldwide regarding the ineffectiveness of current drought management practices that are based largely on crisis management. These practices are reactive and, therefore, only treat the symptoms (impacts) of drought rather than the underlying causes of the vulnerabilities associated with impacts. More effective drought management requires a shift in the paradigm from drought response to a drought risk management approach. © The authors 2016. |
