Urban development has exacerbated climate change while cities are also affected by climate change. Cities need to address climate change problems. The paper discusses the European responses by introducing the document entitled "Urban adaptation to climate change in Europe: Challenges and opportunities for cities together with supportive national and European policies" released by the European Environment Agency (EEA) on February 2012. The paper discusses its basic framework, climate change challenges and responses, adaptive planning for climate change and multi-level governance. The paper also analyzes a few characteristics of the report and proposes systems of monitoring and assessment, planning and implementation for Chinese cities to adapt to climate change. Special focus was placed on measures in urban and rural planning for climate change.
