Based on the statistics and social investigation data in Turpan, Xinjiang Province, the present study empirically tested the effects of adaptation policies regarding climate change on agricultural development and adjustment of agricultural industry structure. It was shown that adaptation policies could effectively promote the development of agriculture in ecological-fragile regions. The adaptation investment could promote the adjustment of agricultural planting structure and industrial structure. However, the effects of adaptation policies were influenced by regionally leading industry and environmental resources endowments. Therefore, the actual effects of adaptation policies in agricultural development and adjustment of industrial structure were dependent on the balance of political and economic incentives of government. The government should actively promote adaptation policy, and improve the adaptation ability to all kinds of extreme natural disasters and the climate change, which would be beneficial for regional ecological environment protection.
