Since the State Council issued the National Climate Change Program" in 2007, Chinese government has formulated and implemented s series of policies to climate change adaptation and strongly promoted the adaptation development. This paper reviews the issued adaptation policies,adopting to the elements evaluation method, from the goal setting, stock-taking, decision-making, and implementation and evaluation to assess those specialized adaptation policies. The results suggests that the average scores of 8 specialized adaptation policies of China are 15.8,41.6% of the full marks (38) of single adaptation policies. It is comparable with the average scores of 57 adaptation policies of US, UK and Australian, which accounted for 41.6% of full marks. From the four stages of adaptation policy-making, the average scores of goal setting, stock-taking, decision-making,and implementation and evaluation are 11.5,2.6, 6.6 and 9.2. And there are several problems as follows: mismatching the goal of adaptation polices and adaptation capacity and resources, more human resources, finance resources, social capital and real capital should put into the adaptation action; the adaptation policy-making think highly of stakeholder and impacts assessment in China. However,the adaptation policies ignore the non-climate factor, scientific hypothesis, uncertainty and risk assessment of climate change; Employment of adaptation policies are good and downward channel of adaptation policies are clear by provincial government in China. But most of adaptation policies fall short of supervision and evaluation.
