中文摘要: 2014年7月,韩国政府发布《应对气候变化的零能耗建筑行动计划》,完成了世界第一个国家级零能耗建筑研究推广的顶层设计,分析了零能耗建筑推广的障碍,提出零能耗建筑发展目标和具体实施方案,明晰了零能耗建筑财税政策及技术补贴。同时,韩国设立国家重点研究计划,建立国家级科研团队进行零能耗建筑技术的研发,完成示范工程,建立零能耗建筑认证标准。本文针对韩国零能耗建筑发展的现状,对韩国零能耗建筑的定义、发展目标及规划、财税政策、重点研发计划、典型示范项目及认证标准进行了研究。
英文摘要: In July 2014,South Korea issued The Activation Plan of Zero Energy Building Corresponding to Climate Change,and accomplished the Top-Level design of Zero Energy Buildings. In the plan,national activation strategy and program implementation to promote Zero Energy Building has been established,as well as clear financial policy and project subsidy of Zero Energy Buildings. Meanwhile,South Korea has set up a national research program, having formed a national research team to develop Zero Energy Building technologies,and completed demonstration projects as well as established zero energy building rating standards,which achieved great social and economic benefits. This paper analyzes the development status,definition,development strategy,financial policy,core research and development program,typical demonstration projects as well as rating standards of Zero Energy Building in Korea.
