Industrial parks have become the main agglomeration mode of China's industrial development. Promoting the low-carbon development of industrial parks plays a significant role in realizing China's climate change target and accelerating green and low-carbon development of the industry. In 2013,the Ministry of Industry and Information Technology and the National Development and Reform Commission jointly launched the national Low Carbon Industrial Park Pilot Programme. During the four-year pilot time,the industrial parks involved in the pilot program have developed their own distinctive low-carbon development models. In this paper,based on the new development of this pilot programme,we firstly analyze the pilot process and policy progress comprehensively. Secondly,we refine the development model from the perspective of main tasks designed by the central government including low-carbon industry,lowcarbon energy,low-carbon infrastructure and low-carbon management. Thirdly,we select the 51 pilot industrial parks and classify the sample according to the industrial structure and energy intensity by the Standard Deviation method. The 51 industrial pilot parks are divided into four categories: industrial parks with high energy consumption and low share of tertiary,industrial parks with high energy consumption and high share of tertiary,industrial parks with low energy consumption and high share of tertiary and industrial parks with low energy consumption and low share of tertiary. The results show that although low-carbon industry,low-carbon energy,low-carbon infrastructure and low-carbon management are the main tasks for achieving the low-carbon development of all kinds of industrial parks, the pathway and focus may vary for different types of industrial parks. Therefore,we propose different development models for different kinds of industrial parks. As for industrial parks with a high energy consumption and low share of tertiary,achieving low-carbon industry and low-carbon energy should be key measures,while the industrial parks with a low energy consumption and high share of tertiary are supposed to prioritize building a low-carbon infrastructure. Industrial parks with high energy consumption and high share of tertiary ought to make efforts in various dimensions whereas improving low-carbon management is an effective measure to identify carbon emission reduction potential for industrial parks with a low-carbon consumption and low share of tertiary. Finally,we conclude that fully considering regional and resources disparity and adopting different and specific low-carbon development models are the important focus of the low-carbon development for industrial parks in the future.
