中文摘要: 随着气候变化和能源危机的加剧,加快可再生能源的开发利用已成为世界各国的共识。一国可再生能源产品国际竞争力的强弱,是该国可再生能源产品生产、消费和国际贸易比较优势的综合体现。本文采用恒定市场份额(CMS)模型和显性比较优势(RCA)方法,对一带一路背景下中国可再生能源产品国际竞争力的长期变化趋势进行了测度。结果显示:(1)中国可再生能源产品整体的国际竞争力呈现下降趋势,而出口额绝对量的增长掩盖竞争力下降的实质;(2)中国可再生能源产品的比较优势不同行业差异较大,太阳能产品比较优势较强、水利能和地热能产品具有一定的比较优势;(3)中国可再生能源产品不断向需求增长较快的区域市场集聚,东盟和南亚市场增长较快;(4)增长效果是导致出口总额波动的主要原因;(5)结构不优是影响中国可再生能源出口产品国际竞争力的重要因素。最后,本文提出了相应的政策建议。
英文摘要: With the increasing climate change and energy crisis,accelerating the development and utilization of renewable energy has become the consensus of all countries throughout the world.The international competitiveness of a country's renewable energy products in the international market is a comprehensive reflection of the country's comparative advantages in production,consumption and international trade of renewable energy products.In this paper,we measured the long-term trend of the international competitiveness of China's renewable energy products in the context of the Belt and Road Initiative,by adopting the constant market share (CMS) model and revealed comparative advantage (RCA).The results indicate that:(1) the overall international competitiveness of China's renewable energy products has shown a downward trend,while the increase of the absolute value of export has covered the fact that China's renewable energy products have become less competitive;(2) the comparative advantages of different categories of renewable energy products vary greatly,and the comparative advantage of solar energy products is strong,whereas those of hydro-energy and geothermal energy products comparative advantages to some degrees;(3) the market agglomeration of China's renewable energy products has presented to the regional markets where the demand growth is fast such as in ASEAN and South Asia;(4) the growth effect is the main reason causing the fluctuation of the total export volume and,(5) the unreasonable structure is an important factor influencing the overall international competitiveness of China's export of renewable energy products.Finally,we proposed corresponding policy recommendations based on these findings.
