Considering the current critical environmental problem, such as haze, climate warming etc., this research proposes a strategy in logistics distribution to reduce carbon emissions in applying a new carbon trading mechanism, and establish a vehicle routing model with time windows and multi -type lorry considering carbon emissions. To solve this model, we designed a hybrid genetic algorithm, which applies the advantage of the cluster analysis method and the scanning algorithm to improve the fitness of initial population. The algorithm can also effectively improve crossover operation to keep excellent genes and set the mutated gene length variable to enhance the global optimization ability of the algorithm. Finally, the feasibility and effectiveness of this designed algorithm is proved by multiple sets of standard examples. The numerical experiment's result shows that the variation of vehicle speed and vehicle type have huge effects on distribution cost. In conclusion, the fluctuation of related parameter in carbon trading mechanism can affect the logistics cost.
