This evaluation of the Norwegian scheme for Centres of Excellence (CoE) was commissioned by the Research Council of Norway (RCN). The purpose is to provide insight that may improve the scheme before the next call for CoE proposals. It is a preliminary evaluation of the added value and financial aspects of the funding scheme, and does not study the scientific impact or success of individual CoEs.
