| 英文摘要: | This report reviews the experience of Cebu City, one of the fastest growing cities in the Philippines, based on the quick assessment and case study analysis and gives some policy recommendations for the local decision makers and city officials in Cebu City as well as other developing cities in developing e-waste management policy. The study identified that the future of e-waste management in developing cities depends not only on the national and international initiatives, but also on the effective practices of local government authorities working with the waste producers (citizens) and operators of recycling services (both formal and informal sectors). Building capacities of local governments is, therefore, essential to develop e-waste management system to handle e-waste in an environmentally sound manner through the establishment of public and private partnerships. International partners can play a significant role through city-to-city cooperation in providing technical know-how and capacity building opportunities, facilitation of research and best practices, and provision of development assistance to improve the city’s e-waste management system. However, those recommended local policies and techniques of the developed cities should be met with the local context of the receiving cities. |
